Commander is where Decaying Soil lives — graveyard-based creature loops are the format's native habitat, and a one-mana enchantment that rewards you for doing what you're already doing is exactly the kind of redundancy those strategies want. Legacy and Vintage are technically legal but have no real home for it; the powered formats move faster than Decaying Soil's incremental value can keep up with, and dedicated graveyard decks there have more broken tools available. Outside Commander, this card doesn't have a stage.
