Commander is where Darksteel Garrison does its best work, primarily because Ashaya, Soul of the Wild exists there and turns a modest fortify effect into a board-wide indestructibility shield. In Legacy and Vintage it's legal but functionally ignored — both formats move too fast for a two-mana Equipment that only affects one land at a time without Ashaya present. Modern has access to both pieces but lacks the redundancy and slower clock that make the combo worth building around. Darksteel Garrison is a Commander card through and through.
