Commander is where Dack's Duplicate actually lives — the format's singleton rule and multiplayer board states mean there's almost always something worth copying, and haste on a clone is a genuinely rare clause that enables combat and combo lines the turn it enters. In Legacy and Vintage it's legal but sees negligible play; those formats move too fast for a four-mana sorcery-speed effect to matter, and Clone effects don't compete with the raw efficiency of those environments.
