In Legacy and Vintage, where it's technically legal, it's far too slow and passive to compete; no one's casting a three-mana do-nothing enchantment in those formats. Oathbreaker is the one other format where it has a real home, particularly in spell-slinger or political builds that can afford a turn-three setup piece.
