In Commander, Cornered Crook is a role-player in sacrifice or Treasure synergy decks — think Prosper, Tome-Bound or Korvold, Fae-Cursed King — where a death trigger that replaces itself with mana is worth threading into the engine. In competitive 60-card formats like Modern and Pioneer, a 2/2 for two that only generates value on death is too slow and too small; it won't see serious play there.
