Cori-Steel Cutter turns every noncreature spell into a free token factory, and at two mana it asks almost nothing to get online. Commanders like The Archimandrite that chain instants and sorceries can generate three or four tokens in a single turn without devoting a single card slot to creature production.

Cori-Steel Cutter is banned in Standard — the token generation proved too explosive in a format where it could be deployed on curve repeatedly with little cost. Everywhere else it's legal, and the restriction barely registers in Commander: the singleton rule means you see it once per game, the 100-card dilution slows the most degenerate openings, and the longer game gives opponents time to answer it before it spirals. In Legacy, Modern, and Pioneer it's a known quantity but not dominant; Commander is where it's genuinely at its best, because spell-slinging commanders can generate absurd value from a card that costs less than most rocks.
