Commander is where Conduit of Ruin belongs — the 100-card singleton format rewards the guaranteed-top-card tutor more than any other, since you only run one copy of each payoff and cannot afford to brick. Outside of Commander, the card sees essentially no competitive play: six mana is far too slow for Modern or Pioneer, where the Eldrazi synergy shells that do exist rely on cheaper enablers and faster mana. Legacy and Vintage are legal, but the same logic applies even harder — Conduit of Ruin is not doing anything those formats can't accomplish faster. Stick to Commander, and specifically to decks running eight or more Eldrazi that cost seven or more, where the tutor effect translates directly into a repeatable game-winning sequence.
