Complete the Circuit drops an instant-speed extra turn onto the stack and gives every creature you control flying until end of turn — the five-mana cost is steep, but the ceiling is a lethal alpha strike out of nowhere. In Kasla, the Broken Halo builds it's a cornerstone piece, and Biovisionary decks can use the extra turn to close the win condition they couldn't stick the previous turn.

Commander is where Complete the Circuit earns its slot: extra turns are powerful enough to close games, and the incidental flying anthem turns sideways attacks into lethal windows that catch opponents unprepared. In Modern and Pioneer, it competes against a dense field of cheaper, more reliable extra-turn spells and doesn't see meaningful play. Legacy and Vintage have access to so many broken alternatives that Complete the Circuit is invisible there. Oathbreaker, like Commander, rewards the extra-turn effect at the right power band, and decks with spell-cost reduction can make it genuinely threatening.
