Commander is where Commander Liara Portyr belongs — the free-cast trigger scales best when you have a full legendary-creature package and the game goes long enough to abuse it repeatedly. In Legacy and Vintage, where the card is technically legal, a five-mana creature that does nothing until you attack is simply too slow and too easy to answer before it generates a return; competitive eternal formats don't give it time to breathe. Oathbreaker is a reasonable home if your planeswalker and signature spell support an aggressive legendary strategy, but the smaller starting life total and faster games mean the engine fires fewer times before someone closes it out.
