Codie, Vociferous Codex turns every noncreature spell into a cascade trigger, which is either the engine of a degenerate storm loop or a chaotic nuisance depending entirely on your build — the hard lock it places on your own noncreature spells means you're committing to a combo-first shell the moment you put it in the command zone. Pair it with Voltaic Construct and enough mana rocks and you're looking at a legitimate infinite-mana line that cascades into a win condition; run it casually and you'll spend most of the game unable to cast your own interaction.

Codie, Vociferous Codex is almost exclusively a Commander card — the cascade-on-every-spell ability is powerful enough to anchor a combo deck in a singleton format where you can tune the 99 around the restriction. In Legacy and Vintage, the self-imposed lock on noncreature spells is too steep a cost in formats where interaction density and speed matter more than chaining cascade triggers, so Codie sees essentially no play there. Modern and Pioneer are similar stories: the setup required to abuse the ability doesn't fit the pace of those formats, and the restriction actively hurts in fair game states. Oathbreaker is the one other format where Codie could function as a planeswalker's signature spell engine, but the ceiling is lower than in Commander given the 20-life starting total and faster clocks.
