Coastal Hornclaw is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but competitive play in eternal formats has no interest in a five-mana 3/1 with a situational activated ability. In Pauper, commons need to pull real weight, and this one doesn't clear the bar. Commander is the only format where Coastal Hornclaw finds a home, specifically in self-mill or graveyard-value strategies that want cheap ways to stock the yard while doing something incidentally useful on board.
