Clip Wings makes each opponent sacrifice a creature with flying — at two mana, that's among the most mana-efficient ways green gets to answer fliers. The catch is that it's a may-sacrifice for each opponent, so if someone controls multiple fliers, they keep the best one.

In Commander, Clip Wings punches above its weight because hitting all opponents at once effectively multiplies its value by the number of players at the table — three sacrifices for two mana is a real rate. The limitation is selectivity: opponents choose what to sacrifice, so it won't reliably kill a Blightsteel Colossus if they have even a token with flying. In Pauper it's a reasonable sideboard answer to Faerie shells, and it sees fringe Legacy and Modern sideboard consideration for the same reason — it's cheap enough to exist but narrow enough to stay out of maindecks. If you're in green and the meta has a lot of evasive threats in the air, Clip Wings earns its slot; otherwise Beast Within or Ravenous Chupacabra-style effects that don't let opponents choose are stronger main-deck options.
