Chasm Guide gives your entire team haste the turn it enters — every creature you control swings immediately, including anything you drop afterward that turn. The catch is a five-mana 3/2 body is not a good rate, so you run it because the effect is irreplaceable, not because the stats justify it; Kediss, Emberclaw Familiar decks, for instance, need that haste enabler the moment they untap.

Chasm Guide is a Commander card through and through — the effect scales with board size, and in a format where you're routinely slamming five or six creatures in a single turn, granting them all haste converts what would be a setup turn into a kill. In Legacy, Modern, and Pioneer it's simply too slow and too fragile; a five-mana 3/2 with no immediate protection gets ignored or answered before the trigger matters. Vintage has the raw power to abuse mass haste but also has far cleaner enablers, so Chasm Guide sees no play there either. Commander is where it lives, and specifically in go-wide red decks that close out games the same turn they assemble their board.
