Commander is the only format where Champion of Dusk is genuinely powerful — the card scales with the number of Vampires you control, and a tribal Commander deck can routinely cash it in for four or five cards mid-game. In Legacy, Modern, and Pioneer it's legal but irrelevant: five mana for conditional draw is far too slow against those fields, and Vampire tribal there has more efficient payoffs. Oathbreaker is the one non-Commander multiplayer context where it might see play, strictly in a Vampire-tribal shell, but the smaller 58-card deck and faster pace make the life cost hurt more.
