In Legacy and Vintage it's legal but effectively invisible; five mana for a conditional removal spell with a body doesn't compete in formats where the game is often over by turn three. Oathbreaker shares Commander's singleton, multiplayer DNA, so the same logic applies there at a smaller scale.
