Commander is where Cadira, Caller of the Small lives — the 99-card singleton format gives her access to the widest spread of token doublers, sacrifice outlets, and anthem effects, and her ability to generate tokens passively through combat fits perfectly into the long midgame Commander encourages. As a commander herself she's the engine of Naya token strategies; in the 99 she slots into any Naya, Selesnya, or Gruul deck that wants free bodies from attacking. Legacy and Vintage are both legal formats for her but she's not remotely competitive there — a three-mana 2/2 with a combat-dependent trigger doesn't survive the speed of those environments. Oathbreaker is the one non-Commander 60-card-variant format where she's legal, and token-wide strategies can close games quickly enough there to make her a reasonable signature-spell target.
