In Commander, Browse occupies a niche in blue decks that care about controlling what's on top of the library or fueling the graveyard — Atemsis, All-Seeing or Wrexial, the Risen Deep builds sometimes want this kind of deep selection at instant speed. Legacy and Vintage have access to it but have no reason to run Browse over Brainstorm, Ponder, or Jace, the Mind Sculptor. Outside those formats, Browse is not legal.
