In Vintage and Legacy the competition at two mana is brutal — there are faster, more impactful artifact payoffs that don't ask you to jump through a sacrifice hoop for card advantage. Modern is theoretically viable in artifact-sacrifice shells, though it hasn't carved out a real role there either. Commander is the right home: the 100-card singleton format rewards enters-the-battlefield value and incremental draw more than any other, and Breya's Apprentice delivers both on a single card.
