Blood Funnel is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it's never cracked any competitive Constructed format in a meaningful way — the self-sacrifice clause is too punishing in game states where every creature matters. Commander is where it actually lives, specifically in sacrifice-matters builds and artifact storm shells that generate disposable creature tokens as a byproduct of their main gameplan.
