Barrage Ogre is a Commander card through and through — the format's slower pace and artifact-heavy archetypes give it the time and fuel it needs to matter. In artifact-sacrifice shells, repeated pings add up across a long game and can close out weakened opponents without combat. In Legacy, Modern, or Vintage, five mana for a 3/3 with a conditional tap ability is unplayably slow against the threats those formats deploy on turns one and two. Oathbreaker is legal but shares the same problem: the format runs fast enough that Barrage Ogre rarely lives to fire.
