Auroral Procession is legal in every major constructed format, but its home is unambiguously Commander. Four mana for a non-interactive enchantment that doesn't affect the board immediately is too slow for Modern or Pioneer, where the game is often decided before this effect generates meaningful value. In Legacy and Vintage the card simply doesn't compete for a slot against faster and more exploitable land doubling effects.
