Commander is where Rashmi, Eternities Crafter is built to live — 100-card decks full of high-impact spells give her trigger the most variance to generate free value, and a four-mana legendary creature is easy to build around as either a commander or a value piece in the 99. In Legacy and Vintage she's legal but effectively absent; those formats play too fast and too efficiently for a four-mana do-nothing-the-turn-she-arrives to compete.
