Commander is where Rashmi, Eternities Crafter is built to live — 100-card decks full of high-impact spells give her trigger the most variance to generate free value, and a four-mana legendary creature is easy to build around as either a commander or a value piece in the 99. In Legacy and Vintage she's legal but effectively absent; those formats play too fast and too efficiently for a four-mana do-nothing-the-turn-she-arrives to compete. Pioneer and Modern are the same story — fair midrange isn't where Rashmi, Eternities Crafter wants to be, and there are cheaper engines that do comparable work without the setup cost. Oathbreaker is a reasonable home if you pair her with a low-cost signature spell that chains well, though the 20-life starting total makes her slower setup more punishing.
