Angel's Herald is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive play in any of those formats has never found room for it. In Commander, it's a narrow tutor-substitute for Empyrial Archangel strategies — you run Angel's Herald because you want redundancy on the cheat effect, not because the 1/1 body does anything on its own.
