Angel's Herald is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive play in any of those formats has never found room for it. In Commander, it's a narrow tutor-substitute for Empyrial Archangel strategies — you run Angel's Herald because you want redundancy on the cheat effect, not because the 1/1 body does anything on its own. Legacy and Vintage have faster, more flexible ways to cheat large creatures into play, so Angel's Herald doesn't compete there. Modern is theoretically legal but practically irrelevant — the format has moved well past seven-mana vanilla finishers. Oathbreaker is the one fringe case where a dedicated Empyrial Archangel shell might actually want this, but that's a narrow audience.
