Aether Tunnel is a Commander card through and through — the unblockable effect scales best in a format where one creature repeatedly connecting with a specific player wins the game outright. In Legacy, Modern, and Pioneer, two mana for a fragile aura that grants evasion to a single creature is simply too slow and too removable to compete with what those formats are doing. Vintage has the same problem at a faster clock. Oathbreaker is the closest cousin to Commander and the effect translates there for the same reasons — planeswalker-damage strategies want guaranteed hits. Aether Tunnel is narrow, but in the right shell it's not a filler card; it's infrastructure.
