Aether Tunnel is a Commander card through and through — the unblockable effect scales best in a format where one creature repeatedly connecting with a specific player wins the game outright. In Legacy, Modern, and Pioneer, two mana for a fragile aura that grants evasion to a single creature is simply too slow and too removable to compete with what those formats are doing.
