Endless Evil copies Timestream Navigator at each upkeep; Lightning Greaves equips to the token for free, granting haste so it can activate immediately for 2UU. The original Navigator stays on board, Endless Evil retriggers next upkeep, and the loop never stops. Blue tempo and control shells running Brainstorm and Mystical Tutor can assemble all three pieces without much friction.

Variations
Cheaper, tighter, alternate lines
Swiftfoot Boots is a direct swap for Lightning Greaves if a hexproof backup is preferred, though its equip costs one mana instead of zero — that extra U matters if mana is tight. The city's blessing prerequisite is the real friction point; running Timestream Navigator in a shell that naturally floods the board with tokens, like a Talrand, Sky Summoner or Orvar, the All-Form deck, handles the ascend condition without extra setup.
