Verdict
Yes — this 3-card loop generates infinite ETB and LTB triggers plus infinite storm count by bouncing Priest of Urabrask through Cowardice on repeat.

Equipping Lightning Greaves to Priest of Urabrask for zero mana triggers Cowardice, which returns the Priest to hand; recasting it for 2R adds RRR, netting one red mana per loop. The engine lives in UR spellslinger and storm shells that want a storm count without a dedicated storm card — Niv-Mizzet, Parun and Mizzix of the Izmagnus both close the game once the count goes infinite.

Variations
Cheaper, tighter, alternate lines
Cowardice is the hardest piece to replace — there is no functional substitute for the bounce trigger on equip. The Priest can swap out for any creature that produces three or more mana on ETB, such as Peregrine Drake in decks that can splash blue. Goblin Bombardment or Altar of the Brood converts the infinite ETBs into a kill; without a sink this loop generates triggers and nothing else.
