Steps

Activate Birds of Paradise by tapping it, adding .
Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top from the battlefield onto the top of your library.

Once the library is empty, the kill needs a separate piece — Thassa's Oracle is the cleanest closer in blue, and it's already in the Temur color identity the combo demands.
