Valley Floodcaller + Sensei's Divining Top + Birds of Paradise + Elsha of the Infinite
4-card combo · RGWU
Verdict
Yes — this 4-card loop draws the entire library and grows Elsha of the Infinite to near-infinite size by repeatedly casting Sensei's Divining Top off the top.

Sensei's Divining Top draws a card and returns itself to the library, then Elsha of the Infinite lets it be cast again immediately for 1 — Birds of Paradise pays that mana and untaps each iteration via Valley Floodcaller's triggered ability. The loop requires Elsha as the commander and both artifacts plus Birds in play, making it a tight but tutor-accessible package in RGWU spellslinger shells that already want Sensei's Divining Top for topdeck manipulation.

Variations
Cheaper, tighter, alternate lines
Any other mana creature that produces at least 1 colorless or generic-payable mana and belongs to the Birds, Otters, Frogs, or Rats creature type can replace Birds of Paradise — but that type list is short, so Birds is the practical choice. Once the library is drawn, Grapeshot or Aetherflux Reservoir converts the storm count into the kill; the loop itself generates no direct damage.
