It's a narrow combat spell in a format that rarely rewards that slot, and the cycling clause is the only reason it sees any play at all.

In Commander, Zealot's Conviction is a fringe include in cycling-matters builds led by commanders like Gavi, Nest Warden or Shorikai, Genesis Engine, where the cycle trigger matters more than the spell's face effect. In Pauper, it competes with a deep pool of efficient white combat tricks and rarely makes the cut outside of dedicated cycling shells.
