Wyll's Reversal is a Commander card through and through — the die-roll rider is essentially dead text outside of dedicated dice builds, and Commander is the format where those synergies are dense enough to justify a slot. Legacy and Vintage are technically legal, but three mana for a conditional redirect is far too slow and narrow to see play in either. Oathbreaker is the one other format where it could see fringe use, again only in a dice-matters shell. If you're not rolling dice, skip it entirely.
