Wyll, Blade of Frontiers is a Commander card through and through — the dice-rolling synergy ecosystem he plugs into barely exists outside of EDH. He's technically legal in Legacy and Vintage, but no competitive archetype in either format has any use for a two-mana 1/1 whose payoff requires rolling dice.
