Worldheart Phoenix is a recursive 2/2 flier that comes back from the graveyard for free whenever you tap one land of each color — a genuine engine in five-color decks, not a cute trick. The catch is that the free recursion demands all five colors, so outside of decks like Morophon, the Boundless where WUBRG mana is already the baseline, the Phoenix is strictly a build-around.

Commander is where Worldheart Phoenix earns its slot — five-color decks have the mana to trigger the recursion every turn, turning it into a free body that keeps coming back after every wrath. In Legacy and Vintage it's too slow and too small; a 2/2 that costs four mana to cast the first time doesn't compete with those formats' threats. Modern has enough five-color mana bases to technically enable it, but there's no shell that wants a recursive 2/2 over faster threats. Worldheart Phoenix is a Commander card first, and only incidentally legal elsewhere.
