Witty Roastmaster is a Commander card through and through — its power scales directly with the volume of creature tokens hitting the battlefield, a condition 60-card formats almost never meet consistently enough to matter. In Pauper it's technically playable, but common-legal token engines don't fire at the frequency needed to make the drain meaningful, and three mana for a 2/3 body competes poorly with the format's efficiency ceiling. Legacy, Modern, Pioneer, and Vintage have no interest in a three-mana do-nothing until tokens arrive. Commander is the one format where Witty Roastmaster earns its slot, specifically in decks that generate double-digit tokens per turn rather than ones that incidentally create a few.
