In Commander, Witching Well is a role-player, not a staple — it belongs in artifact-matters shells and decks that want cheap noncreature spells to fuel cost-reduction or trigger effects. In Pauper, where card advantage at common is always scarce, the two-card payoff for three mana is genuinely competitive with the format's best blue cantrips. Modern and Legacy have enough cheap card selection that Witching Well rarely makes the cut outside of very specific artifact synergy lists — Thought Scour and Consider just draw you a card faster.
