In Commander, Witching Well is a role-player, not a staple — it belongs in artifact-matters shells and decks that want cheap noncreature spells to fuel cost-reduction or trigger effects. In Pauper, where card advantage at common is always scarce, the two-card payoff for three mana is genuinely competitive with the format's best blue cantrips.
