Wiretapping is a Commander card through and through — the format's multiplayer stack-fighting and spell-slinger archetypes give it the density of instants and sorceries it needs to generate multiple draws per round. In 1v1 formats like Modern, Legacy, or Pioneer, the six-mana investment is simply too slow and the stack too quiet to justify it; dedicated draw spells at half the cost do more. Oathbreaker shares Commander's spell-heavy identity and could support it in the right build, though the faster pace makes the cost harder to absorb.
