In Commander, Windwright Mage earns a slot specifically in Esper or multicolor artifact-enchantment decks where casting noncreature permanents is the whole game plan — think Breya, Etherium Shaper or Zur the Enchanter shells where the lifelink trigger fires multiple times per turn cycle. Outside that niche, a 2/2 flier for two is simply not competitive with the card quality available in a 99-card format. In Pauper it's legal but not played — the format's aggressive commons outclass it on rate, and there's no critical mass of artifact-enchantment casting to make the trigger relevant. Legacy and Vintage are non-starters; the card does nothing at those power levels.
