Winds of Rath lives and dies in Commander, where enchantress and Voltron strategies are both popular and powerful enough to weaponize its asymmetry consistently. In Legacy and Vintage it's technically legal but irrelevant — five mana at sorcery speed for a conditional wrath can't compete in formats that end games on turns one through three. Oathbreaker offers a narrower but real home, particularly with an enchantment-themed planeswalker at the helm. Winds of Rath has no Modern, Pioneer, Standard, or Pauper legality, so Commander is where it earns every slot.
