Kibo, Uktabi Prince cares specifically about Apes, and Wily Bandar is one — it fills a tribal headcount while the tap-to-protect ability lets you shield Kibo or another key creature from a board wipe, which is a real function in a voltron-adjacent monkey tribal deck.

Wily Bandar is a fringe card in every format it's legal in. In Commander, it sees play almost exclusively in Kibo, Uktabi Prince decks, where tribal density makes it passable rather than good.
