Wily Bandar is a fringe card in every format it's legal in. In Commander, it sees play almost exclusively in Kibo, Uktabi Prince decks, where tribal density makes it passable rather than good. In Pauper, a 1/1 for one green with a tap ability that costs another green sees no competitive play — the floor is just too low.
