Wild Evocation is a Commander card through and through — the multiplayer table is where forcing four opponents through a random cast each rotation actually snowballs into a game-defining effect. In Legacy or Vintage it's legal but irrelevant; a five-mana enchantment with no immediate board impact is far too slow for those formats, and ceding control of your own hand is an unacceptable cost when a single opponent can answer it immediately. Oathbreaker is the one other format where Wild Evocation has a plausible home, particularly in chaos-oriented shells that want to flood the board with accidental value.
