Wild Dogs is a one-mana 2/1 with a minor upside clause — cycling for one green — that exists almost entirely to feed graveyard-recursive engines like Abandoned Sarcophagus. Outside of that niche, it's a vanishingly small body with no relevant abilities, and it has no business in a deck that isn't actively exploiting the graveyard.

Wild Dogs is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but its home is narrow in every one of them. In Commander, Wild Dogs surfaces in cycling or graveyard-value decks that need cheap, recurring fodder — think Anikthea or Golgari reanimator shells that cycle early and recur late. In Pauper it's technically playable but outclassed by nearly every other one-drop green creature with a body that actually matters. Legacy and Vintage have no interest in a 2/1 with a conditional cycling ability.
