Whispers of the Muse draws one card for one mana — that baseline is unremarkable, but the buyback makes it a mana sink that scales into the late game wherever you have excess blue mana. In Commander, Whispers of the Muse earns a slot in blue decks that either generate large amounts of mana or care about instant-speed spell count — it converts surplus mana into cards at end of turn when nothing else demands it. Legacy and Vintage have more efficient draw options at every point on the curve, so it doesn't compete there.
