Whirlwind Denial is built for Commander, where stacks routinely stack five or more triggers and abilities at once, making the four-mana-per-piece tax effectively a hard counter on any realistic board. In Legacy and Vintage it's too slow and too narrow — Force of Will and Flusterstorm handle the same role for zero or one mana against the spell types that matter. Modern and Pioneer have more stack-reliant combo, but Whirlwind Denial still competes poorly against Counterspell and Spell Pierce in those formats, where hitting one spell is usually enough. Stay in Commander, where it's genuinely one of the better blue three-drops you can run.
