Whirler Virtuoso is a Commander card — full stop. In that format it anchors Energy synergy decks and completes infinite combo lines that other formats never set up. In Pioneer and Modern it's legal but rarely played; Energy strategies in those formats either went under it with faster pieces or over it with better payoffs, and a three-mana 2/3 needs to do more than produce Thopters to earn a competitive slot. Legacy and Vintage aren't the right home either — the card requires a dedicated Energy infrastructure that those formats don't support. Commander is where Whirler Virtuoso is actually good, and even there it belongs specifically in Energy-matters decks rather than generic artifact or token lists.
