Commander is where Wheel of Potential actually earns a slot — the four-player table means you're refilling three opponents' hands, which is a real cost, but artifact-synergy commanders can scale the X high enough to make that irrelevant when the damage total ends the game. In Legacy and Vintage it sits below the power band; Wheel of Fortune does the same job for zero extra mana and without the artifact subtype mattering much in those formats. Oathbreaker mirrors the Commander calculus at a smaller table, which actually tightens the math slightly in its favor.
