Wellwisher can gain you double-digit life per turn cycle in any elf-heavy shell — the ceiling is absurd and the floor is still a relevant buffer against aggro. At one mana, the cost is trivial next to what it enables alongside Defiler of Vigor or under an Ezuri, Renegade Leader overrun.

Wellwisher is a Commander card through and through — it needs a critical mass of elves to matter, and only EDH's 99-card elf tribal shells reliably provide that. In Pauper it's technically legal and elf synergies exist, but the format's faster threats make a tap-for-life body a tough sell without a dedicated tribal shell backing it up. Legacy and Vintage offer the card no real home; the elf decks in those formats are combo-focused and have no interest in a life gain engine. Commander is where Wellwisher belongs, full stop.
