Well Rested is a Commander card through and through — the effect is slow enough that its home is the multiplayer table, where creature-tap engines snowball across long game states. In Legacy and Vintage it's technically legal but entirely unplayed; three mana to untap creatures competes with formats where games end on turn two. Oathbreaker could find a niche use in tap-heavy builds, but the 20-life clock compresses games too fast for a three-mana setup piece to matter most of the time.
