Pauper is the only format where Weight of the Underworld is worth a second look, since the commons pool thins out instant-speed options and -2/-2 can kill a meaningful share of the format's threats. In Commander, three mana at sorcery speed for a temporary -2/-2 is simply too little — the format's creatures are large enough that this rarely kills anything, and permanent removal like Doom Blade or Cast Down does the job for less. Legacy, Modern, Vintage, and Pioneer all have removal so efficient that Weight of the Underworld never competes.
