In Commander, Weight of Conscience earns a slot in white-heavy tribal builds where opponents are likely running their own white permanents — think Angel, Cleric, or Human mirrors — but it's a liability in multicolor metas where half your table has no white permanents to sacrifice. Pauper is its best home: the format's white weenie and lifegain shells routinely flood the board with Plains-adjacent permanents, making the tap condition trivially hard to break. In Legacy and Vintage, the card is legal but never played — the power ceiling is too low for formats that end the game before a tapped creature matters.
