In competitive formats like Modern, Legacy, or Vintage, tapping a single creature at instant speed for one mana is simply too low-impact; Cryptic Command and Stern Scolding are doing real work at similar points on the curve. In Standard and Pioneer, Web Up technically has a home but no supporting cast outside Limited. Commander is its format because the Spider-Man subtype tag creates a reason to cast it beyond the tapping effect alone.
