Weathered Sentinels is a Commander card through and through — the 100-card singleton format is the only place where dedicated defender/toughness synergy commanders exist in enough density to make it a genuine staple. In Legacy and Vintage it's technically legal but irrelevant; competitive decks in those formats have no interest in a slow, synergy-dependent wall. Oathbreaker follows the same logic as Commander, so it's playable there if you're running a toughness-matters planeswalker strategy. Everywhere else — Modern, Pioneer, Standard, Pauper — it's not legal, and given the power bar in those formats it wouldn't see play if it were.
